Take a big bowl and put in all the egg whites and let it stand for 30 minutes. In an separate bowl mix flour, sugar, baking powder and salt. Now add the egg yolks, water, oil, lemon peel and vanilla. Mix all these ingredients well until they have all blended well. In the bowl of egg whites, add tartar cream and mix gently until it forms into soft peaks. Make sure it forms a batter. Now add this batter in an 10 inch ungreased pan and make sure you remove air pockets from the batter by using a knife. Now bake at it 325°F for at least an hour or until you see that the top of the cake is soft and bouncy. Now take the cake out and let it cool for an hour. Take the cake out of the pan by cutting its edges through a knife and serve it in a plate. For frosting, combine all the ingredients in a bowl and mix well. Pour on top of the cake and serve.
